There is no federal law that bans hiring people with records — but blanket exclusions can be unlawful
Federal law does not make a criminal record a protected class. It does, however, limit how records may be used. The EEOC's enforcement guidance explains that a policy excluding everyone with a conviction can violate Title VII when it disproportionately screens out people of a protected race or national origin and the employer cannot show the exclusion is job-related and consistent with business necessity.
In practice, that means the law pushes employers toward looking at your specific situation rather than applying an automatic rule.
